This is a literal translation of the German text as provided by a professor of the German Department at Catholic University in Washington, DC:

HERE LIES BURIED FRANTZ SAMMET. HE WAS BORN IN THE YEAR 1741 IN FEBRUARY ('Hornung' is the Old German word for the month of February) AND HE DIED ON 27 FEBRUARY IN THE YEAR 1818.
