Dec 1 – Bill to reinstate James Holmes in the rights and privileges of a citizen – Holmes to be restored to credit and be a competent witness in the courts

Dec 4 – a Bill to authorize Benjamin Brockett, late Sheriff of Jones Co, to collect the arrearage of taxes due him for the years 1798 – 1799

Dec 6 – Petition of inhabitants of the upper part of Craven Co in the fork of the Great Contentnea Creek and Little Contentnea – the inhabitants labor under great disadvantage in attending the county court and other publick meetings in Craven Co at the Cort House as it is 35 to 40 miles and sometimes the Neuse River is almost impassable – we wish to be placed in Greene County which is only 10 to 12 miles from the courthouse

SENATE BILLS

Dec 5 – Bill to call to account the receivers of publick monies in and for the County of Greene to compel payment of such balances as may appear to be due in their hands and for other purposes therein mentioned – whereas by an Act entitled “An act for Dividing the County of Dobbs” papered at New Bern in the year 1795 and by another act entitled “An Act to Amend An Act Entitled An Act for the Dividing the County of Dobbs” papered at New Bern in 1792 (sic) – approval was given to build a courthouse, prison and stocks in Glasgow now Greene County – the total payment to be defrayed – such payment never been completely carried into effect but the money was collected – monies need to be called into account – William Ormond, Wm. Speight and Adam Heath be appointed Commissioners to do so

Dec 9 – A Bill to alter the names of persons within – name of Jesse Hatcher and Allen Somersett illegitimate sons of Stephen Barfield be altered to Jesse and Allen Barfield and Dennis Dupree to that of Dennis Williams – (no county given for any of them but Dupree was of Greene Co)


HOUSE COMMITTEE REPORTS

13 Nov – Petition of John Tutle of Lenoir Co – after reading the petition the committee examined the notice given to William Easterling the sitting member – Easterling was to keep his seat – Report of Lazarus Pearce of Lenoir Co being of full age – the election in August to elect members of the General Assembly and William Goodman, the Sheriff, requested Pearce to keep a separate account from the Clerk – candidates for the House of Commons were John Tutle who received 183 votes, William Easterling who received 186 votes, and Hardy Croom (no votes given) – after the official vote was taken 14 or 15 more tickets were counted and all were for Easterling except two – Tutle contested the election but lost

29 Aug 1800 – Greene County – John Garland of Greene Co stated his son, Matthew Garland, was only 20 years of age last January – Garland signed his name – WIT was W. Holliday, J. P.

Holmes was convicted in Warrenton in 1786 and deprived of the privilege of being a citizen – he stated he was a young man and has repented – he has led a sober and honest life since that time and wishes his privileges restored. The below signed his petition

Petition of Samuel Speight – he was the Sheriff in Glasgow County in 1796 – he was not able to settle and account for taxes of that year – he has been fined 100 pounds plus interest – everything is now settled and he wishes relief (a note that he did not pay the tax until 1798)

PETITIONS CONCERNING LAND

13 Nov – Petition of William Croom – on 1 June 1799 William White, Esq sold 700 acres of land in Lenoir County known as Tower Hill and Croom purchased the land for 1890 pounds – 1/3 to be paid one year later and other 2/3rds to be paid two years later – the first payment has been made and the next payment is due next June – Croom has since found that 40 acres of the said land is claimed by Thomas Collier and another 150 acres is claimed by Francis McIlwean – neither will give up their possession of said land – Croom wants justice done and not have to pay all of the remained of what he owes.

Petition of Penelope Abrams of Greene County – her husband was Lemuel Abrams who has been gone for a long time with no intention of returning – Penelope has a two year old daughter – Penelope would like to purchase land in her own right with Lemuel having no right to it

Petition of Robert Reynolds of Jones Co – he had a horse impressed in the service of this State by John Smith, Brigadier Quarter Master – the horse was valued by Lewis Williams, John Waldron and Isham Hawse as worth 40 pounds – Smith neglected to give a Certificate of Valuations until Sept 1791 – the Board of Auditors for New Bern District had adjourned so no payment was made – Reynolds wishes relief  — Signed his name

PETITIONS – MISC

Lewis Bledsoe former Sheriff of Wake County by virtue of an Act of the Legislature in 1798 issued a warrant for the arrest of James Glasgow of Greene Gounty – Glasgow was brought to Raleigh – Willoughby Williams was indicted, convicted, and sentenced to the New Bern Jail – on the way to New Bern we were attacked by dysentery and Williams was seized by it – it took 18 days to get to New Bern and return to Raleigh – Bledsoe wishes compensation Certificate of Elections in the House Greene Co – 14th and 15th of August – Jones Williams and William Taylor were elected to the House

Lenoir Co – 14th and 15th of Aug – Hardy Croom and Wm. Easterling were elected to the House

Jones Co – 14th and 15th of Aug – Amos Johnson and Thomas Bryan were elected to the House
