Joseph Gilmore Fisher was born in 1847 in Cumberland County, the son of Elijah Fisher and Sivil Cashwell. He married Susannah Amanda Lancaster (b. 1849), the daughter of John D. Lancaster and Sarah Ausley. They had 13 children:
